The purpose of this ARTICLE is to establish NPDES administrative GENERAL PERMIT authority for certain classes or categories of discharges, except those covered by individual permits, within a geographical area within the state. NPDES GENERAL PERMIT RULE PROGRAM consistent with the federal NPDES permit program administered by the EPA. (b) The commissioner may determine that an individual permit must be obtained under section 9 of this rule.
