Wixson University of North Carolina, Greensboro The purpose of this paper is to propose a process, a model, and a research agenda for creating both learning progressions and related measures of reading comprehension that align with the English Language Arts Common Core State Standards (ELA-CCSS; National Governors Association Center for Best Practices & Council of Chief State School Officers [NGA Center & CCSSO], 2010).
