The remainder of the manual explains procedures for Developing specific a Local agency has qualified to receive FHWA funds, as described in Chapter 12, the next action is to apply for funds to develop specific Projects in its transportation program. Depending on their size and complexity, different Projects may require different development procedures. The remaining chapters of the manual are arranged to reflect these Projects selected by HQ Local Programs Once a project has been awarded funds, the Local agency is to complete the project as selected.
