Participating countries were required to develop their sample Design and selection plans according to the standards provided in the PIAAC Technical Standards and Guidelines (TSG) and to submit their plans to the Consortium for approval. The sample Design plans included information about Sampling frames and their coverage, providing descriptions of the national sample designs that included stages of Sampling , probabilities of selection, Sampling units and sample sizes.
