NORTH AMERICAN SUBSTANCE ABUSE PROGRAM Rev. 2, Approved March 10, 2011 Page 1 of 14 NORTH AMERICAN SUBSTANCE ABUSE PROGRAM (NASAP) INTRODUCTION The Owner Members of the Houston Business Roundtable (HBR) recognize the benefits of having a safe and SUBSTANCE ABUSE -free work force. A standard contractor employee testing PROGRAM will promote a safe and SUBSTANCE ABUSE -free work force. It will be more effective if it preserves the dignity of the employees that will be parties to the PROGRAM . Furthermore, minimizing administrative expense by establishing a centralized reporting point where results of SUBSTANCE ABUSE testing can be readily accessed by authorized Owner and Contractor representatives will support the purpose of the PROGRAM .
