Bid An offer, by a firm or joint venture, in response to a Request for Bids, to provide the required Goods, Works or Non-consulting Services. Bidder A firm or joint venture that submits a Bid for Goods, Works, or Non-consulting Services in response to a Request for Bids. BOO Build, own, operate. BOOT Build, own, operate and transfer.
