ACTION: Final Rule. SUMMARY: The ncua Board (Board) is issuing a final rule to update, clarify, and simplify the federal credit union bylaws (FCU Bylaws). The final rule updates and conforms the FCU. Bylaws to legal opinions issued by the ncua 's Office of General Counsel and provides greater flexibility to federal credit unions (FCUs). The final rule also makes other changes that are designed to remove outdated or obsolete provisions. DATES: The final rule is effective [INSERT DATE THAT IS 90 DAYS AFTER DATE OF.
