In the Fall of 2014, fourteen Master s of Urban Planning students at Texas A&M University created this report as part of the graduate course DISASTER RECOVERY and Hazard Mitigation instructed by Yu Xiao, , AICP. The purpose of this report is to provide information on the four phases of the DISASTER cycle (mitigation, preparedness, response, and RECOVERY ), the critical tasks that need to be accomplished in each phase, and who needs to be involved in those tasks.
