THE WHITE HOUSE WASHINGTON December 29, 2005 MEMORANDUM FOR WILLIAM LEONARD Director Information security Oversight Office SUBJECT: Adjudicative Guidelines The President has approved the attached revision of the Adjudicative Guidelines for Determining Eligibility for Access to Classified Information as recommended unanimously by the NSC's PCC on Records Access and Information security . Please circulate the revised Guidelines to all affected agencies for immediate implementation. It is important to emphasize that all agencies must honor clearances granted under these Guidelines , consistent with Executive Order 12968 and the December 12, 2005 memorandum to agencies from OMB Deputy Director for Management Clay Johnson.
