AFRICAN UNION POLICY FRAMEWORK ON SECURITY SECTOR REFORM AFRICAN UNION COMMISSION ADDIS ABABA, ETHIOPIA 2 PREAMBLE The Assembly of Heads of State and Government of the AFRICAN UNION (the Assembly), Guided by the principles enshrined in the Constitutive Act of the AFRICAN UNION and in the Charter of the United Nations; Recalling Decision of the Assembly (Assembly/ (X)) of February 2008 which encourages the Commission to develop a comprehensive AU Policy Framework on Security Sector Reform (SSR), within the context of the Policy Framework on Post-conflict Reconstruction and Development adopted by the Executive Council in Banjul, The Gambia in June 2006 ; Determined to maintain peace and security in Africa in accordance with our obligations under the Constitutive Act of the AFRICAN UNION , the Protocol Relating to the Establishment of the Peace and Security Council of the AFRICAN UNION , the Solemn Declaration on a Common AFRICAN Defence and Security Policy (CADSP), and the Charter of the United Nations.
