Appraiser Independence Requirements Frequently Asked Questions November 2010. (Reposted April 2017 for formatting). The Appraiser Independence Requirements (AIR) were developed by Fannie Mae, the Federal Housing Finance Agency (FHFA), Freddie Mac, and key industry participants to replace the Home Valuation Code of Conduct (HVCC). They went into effect October 15, 2010. The updated Requirements maintain the spirit and intent of the HVCC and continue to provide important protections for mortgage investors, home buyers, and the housing market. The following FAQs provide additional clarification on implementation of these Requirements .
