It also makes recommendations about how these Barriers might be addressed and overcome. Background In an innovative piece of partnership working, the PCT commissioned RedbridgeCVS to employ a Community Development Worker (CDW) who would be based in the voluntary sector and in a Mental Health Trust team, as part of the Delivering Race Equality agenda.
