References: a. DA PAM 611-2, Mflltary Occupational Classification and Structure b. AR 600-8-19, Enlisted Promotions and Reductions 2. This memorandum Implements the Army Reserve SMAPP. The Intent of this program Is to allow Army Reserve Troop Program Unit (TPU) Soldiers to be promoted to Sergeant and Staff Sergeant Into critically short MOSs as determined by the Chief of Army Reserve. Critically short MOSs are Identified as under 50% assigned strength. Upon completion of MOS reclassification, providing they are otherwise qualified, Soldiers will be promoted Into a valid promotion vacancy.
