AN ACT , of be citedas theStatewideUse of thisArticleto "thisAct" is the intentof theGeneralAssemblyto establishstatewideuse of forcestandardsfor law enforcementagencieseffectiveJanuary1, citedas thisArticleto "thisAct" usedin thisAct,"Department"meansthe Departmentof 50557bPublicAct electronicrecordof thelegalresidence,outsideof anycorrectionalfacility,andotherdemograp hicdatafor eachpersonin custodyor enteringcustodyon or afterthe effectivedateof a minimum,thisrecordshallcontaintheperson' slastknowncompletestreetaddresspriorto incarceration,the person'srace,whetherthepersonis of Hispanicor Latinoorigin,and whetherthe personis 18 yearsof ageor thedegreepossible,theDepartmentshallalso allowthelegalresidenceto be updatedas the StateBoardof Elections.(a)Within30 daysaftertheeffectivedateof thisAct,andthereafter,on or beforeMay1 of eachyearwherethefederaldecennialcensusis takenbutin whichtheUnitedStatesBureauof theCensusallocatesincarceratedpersonsasr esidentsof correctionalfacilities,theDepartmentshal ldelivertotheStateBoardofElectionsthefol lowinginformation:(1)A uniqueidentifier,notincludingthenameorDe partment-assignedinmatenumber,foreachinc arceratedpersonsubjectto the jurisdictionof the Departmenton thedatefor whichthe StateBoardof Electionsto addressinquiriesaboutspecificaddressreco rdsto theHB3653 EnrolledLRB10105541 RLC 50557bPublicAct 101-0652 Department,with

(g) The reports shall be public records within the meaning of subsection (c) of Section 2 of the Freedom of Information Act and are open to public inspection, with the exception of any portion of the report that the Illinois Criminal Justice Information Authority determines is privileged or protected under Illinois or federal law.
