It contains the Air FORCE procedures and guidance for managers and supervisors when dealing with bargaining unit employees (BUE) represented by an exclusively recognized union. It assigns responsibilities to commanders, management officials, supervisors, civilian personnel officers (CPO), labor relations officers (LRO), and Staff Judge Advocates (SJA). It implements the Department of Defense Instruction (DoDI) , Sub Chapter 711, Department of Defense Civilian personnel management , December 1996, and used in conjunction with applicable Federal Service labor - management relations Statute, Title 5, United States Code (USC).
