Wittig and Habib Jeng INTRODUCTION Developing or transition countries in need of assistance are sometimes forced to balance several competing interests in the area of procurement reform. To help them do this, a clearer recognition of these interests is needed. For example, external pressure in the form of conditions made part of loans or grants from donor institutions is often the major reason for reform efforts. The target performance level then becomes merely to eliminate the conditionality imposed in the agreement.
