INTRODUCTION As part of PUBLIC FINANCE , the budget allocation process is key to the government s roles of allocation, redistribution of resources, and economic stabilisation. As an emerging economy with a wide gap in the distribution of PUBLIC goods, South Africa still needs government to play the three roles mentioned above. The aim of this CHAPTER is to analyse the responses received from both the Provincial Treasury and the National Treasury. Sufficient funds have to be allocated for the achievement of policy priorities set out by the provincial departments and the national departments South Africa uses a budgeting system known as the Medium Term Expenditure Framework (MTEF), which is a three-year budgeting cycle.
