HB-1-3565. CHAPTER 5: CONSTRUCTION REQUIREMENTS . INTRODUCTION. A primary goal of the GRRHP is to encourage the CONSTRUCTION of affordable yet safe and sanitary housing units in rural areas. To achieve this goal, the Agency will review the quality of CONSTRUCTION of all housing developed under the program. However, the Agency will take a more active role during the CONSTRUCTION phase when it is guaranteeing CONSTRUCTION advances. This CHAPTER details the basic CONSTRUCTION REQUIREMENTS that must be met whenever the Agency is providing a loan guarantee, as well as the additional REQUIREMENTS that apply when the Agency guarantees CONSTRUCTION advances.
