Chapter 52 Local Administered Projects This Chapter is used for NHS and non-NHS routes by Local Agencies operating under Certification Acceptance (CA) and choosing to administer construction contracts themselves. In the sequence of project development, this follows Chapter 46. Local Agencies whose construction contracts are Administered by the Washington State Department of Transportation (WSDOT) should refer to Chapter 51. Title 23 USC and 23 CFR provisions apply to all NHS Federal aid Projects regardless of federal funding source or approval authority.
