CHAPTER THREE THE BROADCASTING LANDSCAPE Radio listeners and television viewers in South Africa are being offered a variety of services by public, commercial and community broadcasters. This THREE -tier system is based on section 192 of the Constitution of South Africa (Act No 108 of 1995), which establishes an independent authority to regulate the BROADCASTING sector as a whole in the public interest and to ensure fairness and diversity of views broadly representing South African society.
