CHAPTER THREE THE BROADCASTING LANDSCAPE Radio listeners and television viewers in South Africa are being offered a variety of services by public, commercial and community broadcasters. This THREE -tier system is based on section 192 of the Constitution of South Africa (Act No 108 of 1995), which establishes an independent authority to regulate the BROADCASTING sector as a whole in the public interest and to ensure fairness and diversity of views broadly representing South African society. Legislation and policies are aimed at providing all South Africans with access to BROADCASTING services and a diverse range of information, education and entertainment.
