This regulation prescribes policy for authorizing Overseas Allowances , such as living quarters allowance (LQA), temporary quarters subsistence allowance (TQSA), separate maintenance allowance (SMA), and foreign transfer allowance (FTA), for appropriated fund (APF) Civilian employees of the Army in Europe. Summary of Change. All changes to the policy in this regulation are effective the date of publication. They do not alter LQA determinations made under previous rules; nor do they extend entitlements to employees who were denied those entitlements under previous rules.
