Comprehensive Change Note Summary 2017 . INTRODUCTION. This document summarises proposed changes to Annexes I and IV of Council Regulation (EC) No. 428/2009 (as last amended by Regulation (EU) No. 1969/2016) to implement the changes in the control lists of the multilateral export control regimes. OVERVIEW. The changes implemented are a result of the review of the Wassenaar Arrangement (WA). Dual Use Lists, Missile Technology Control Regime (MTCR) Technical Annexes, Nuclear Suppliers Group (NSG) and Australia Group (AG) Common Control Lists during the course of 2016.
