Dangerous Goods Security General This subsection addresses the security responsibilities of operators, shippers and others involved in the transport of dangerous goods aboard aircraft. It should be noted that ICAO Annex 17 Security provides comprehensive requirements for implementation of security measures by States to prevent unlawful interference with civil aviation or when such interference has been committed. In addition, the ICAO Security Manual for Safeguarding Civil Aviation against Acts of Unlawful Interference (Doc 8973 - Restricted) provides procedures and guidance on aspects of aviation security and is intended to assist States in the implementation of their respective national civil aviation security programmes.
