WHAT IS A constitution ?A constitution is a collection of rules and principles which set out how a state will begoverned. It forms the framework for all decisions made by every government official and, particularlythe legislature (the law making body), executive (President/Prime Minister/ministers) andthe courts.
It is therefore of vital importance that judges are impartial and independent from the government or other interests. To ensure independence, judges must be appointed on the basis of merit rather than on the basis of their personal or political connections.
