STATE OF California DEPARTMENT OF TRANSPORTATION DIVISION OF ENGINEERING SERVICES PROGRAM project MANAGEMENT AND OFFICE ENGINEER Construction Contract Development Guide VERSION (July 30, 2021) CCD Guide INTRODUCTION INTRODUCTION The Construction Contract Development (CCD) Guide captures many of the requirements governing Construction contracting from Federal and State laws, the Federal Highway Administration and Department Policies. It replaces the RTL Guide and provides guidance to support the Department s change to full delegation of the Authority to Advertise/District Delegation (AADD) for all districts. The basis for many of the Department's Construction contracting policies is Public Contract Code Section 100-102 "Purpose and Preliminary Matters", which establishes the objectives of protecting public funds from misuse, stimulating competition conducive to sound fiscal practices, and eliminating favoritism, fraud, and corruption, and 23 CFR , 23 CFR and 23 US Code Section 112.
"Before entering into any contract for a project, the Department shall prepare full, complete, and accurate plans and specifications and estimates of cost, giving such directions as will enable any competent mechanic or other builder to carry them out."
