CHAPTER DEFINITIONS In these guidelines, unless the context otherwise indicates: “adult” means a person who has reached the age of legal majority of 18 years. “department” means any department listed in the Schedules 1, 2 and 3 of the Public Service Act, 1994 and includes national and provincial legislatures.
