CONTINGENCY plan FOR OPERATIONS December 2018 Revision 2 | Page Purpose This document establishes a plan of action to execute an orderly shutdown of NRCS OPERATIONS in the event of a funding lapse. This plan will be enacted through a notification to all employees from the natural Resources conservation Service (NRCS) Associate Chief at the direction of the Chief and in concert with the Farm Production and conservation Mission Area Business Center. Scope The functions and activities described herein are to be executed in accordance with all applicable statutes, regulations, policies, and delegations of authority. The Anti-Deficiency Act ( ) prohibits agencies from incurring obligations in advance of, or that exceed, an appropriation. Thus, an agency cannot incur obligations when the funding source for the obligation is an appropriation that has lapsed.
