To accurately develop an estimate of the construction costs for a project, an Estimator must be capable of mentally constructing the project and then accounting for all the activities necessary to complete it. Many of the best cost estimators are knowledgeable in both transportation design and construction. Estimators should be shielded from pressures to keep estimates within programmed or desired amounts based on funding availability. Estimators should be free to establish what they consider to be a reasonable estimate based on the scope and schedule of the project and the bidding conditions ( , local and global market conditions) that are anticipated.
