To accurately develop an estimate of the construction costs for a project, an Estimator must be capable of mentally constructing the project and then accounting for all the activities necessary to complete it. Many of the best cost estimators are knowledgeable in both transportation design and construction. Estimators should be shielded from pressures to keep estimates within programmed or desired amounts based on funding availability.
More of an art than a science, cost estimating requires a thorough understanding of project scope, past price history, and current market conditions, as well as with a generous application of human judgment.
