To: Transportation Subcommittee From: Rob Aloise, Acting Director of Transportation Planning Date: December 4, 2018. c: Transportation Committee Subject: Federal Rescission Mitigation As introduced at the November Transportation Committee meeting, a rescission of unobligated (carryover) FAST-Act federal funding at the end of FFY2019 (September 30, 2019) appears likely. Nationwide it is estimated that over $ Billion of FHWA transportation funding is at risk. Recently, CTDOT has performed analysis of their existing programming and has determined that approximately $165 Million is in jeopardy. CTDOT has explored mitigation strategies and estimates that by revising project funding sources, via TIP actions and amendments, this amount could be reduced to approximately $38 Million.
