This Guidance Memorandum also addresses changes to UEI scoring bands, Safety Inspections and Tier Waiver Requirements, implements guidance for evaluating Use Control and Nuclear Control Order Procedures (NCOP) and introduces Special Access Program (SAP) Inspection Policy. Compliance with this memorandum is mandatory. To the extent its directions are inconsistent with other Air FORCE publications, the information herein prevails IAW AFI 33-360, Publications and Forms Management.
