This chapter establishes Departmental policy and provides guidance to bureaus and offices to best implement mitigation measures associated with legal and regulatory responsibilities and the management of Federal lands, waters, and other natural and cultural resources under the jurisdiction of the Department of the Interior , including use of the best available science and landscape-scale approaches. This policy is intended to improve permitting processes and help achieve beneficial outcomes for project proponents, impacted communities, and the environment.
