He worked as a Technical Advisor to the PUBLIC PROCUREMENT and Disposal of PUBLIC Assets Authority during the pilot exercise to develop the PROCUREMENT performance measurement system ABSTRACT Increasing the effectiveness, efficiency and transparency of PUBLIC PROCUREMENT systems has become an ongoing concern of governments and of the international development community (OECD, 2006).
