88 drug Abuse189 As a nation, we have been in the War on Drugs for the past 30 years. It hasbeen referred to as a war with no rules, no boundaries, no end (PBS 2000).Since the mid 1980s, the United States has adopted a series of aggressive law enforce-ment strategies and criminal justice policies aimed at reducing and punishing drugabuse (Fellner 2000). Changes in federal law require all sentenced federal offendersto serve at least 87 percent of their court-imposed sentence. Many drug offendersare subject to mandatory minimum sentences based on the type and quantity ofdrug involved in their arrest (Scalia 2001). According to the Uniform Crime Report,1,532,000 drug arrests were made in 1999, up from 580,900 in 1980 (Bureau of JusticeStatistics 2003). Although some consider the increase in drug arrests a good sign, crit-ics charge that mandatory sentencing denies drug users what they really need, accessto treatment.
