Who? The EAS is required if you are establishing a new Livery Base Station or relocating an existing one. An EAS is not required for other changes such as ownership changes. What? The EAS is a three-part report that must be submitted to the NYC TLC as part of the standard application process for new and relocating Livery base stations.
