The intent and purpose of this blue book (hereinafter pamphlet ) is to educate and instill upon all service members of EIGHTH Army the basic standards for individual discipline, appearance, conduct, and military courtesy as established by Army Regulations and policies.
Eighth Army assisted the Republic of Korea in relief and rehabilitation efforts and it continues to play a significant role in the common defense of South Korea. Today, there is no evidence to suggest that North Korea has abandoned its option of unifying the peninsula by force of arms.
