The Secretary General, in paragraph 59 ofhis report, indicated that intensive efforts hadfailed to produce an overall agreement, andhe concluded that the lack of political willmentioned in his previous report continuesto block the conclusion of an agreement thatis otherwise within reach. He noted in thefollowing paragraph that the Security Coun-cil had asked in its Resolution 774 (providedwith my last letter) that, should an agreementnot be reached, the Secretary General shouldrecommend alternative courses of action toresolve the Cyprus problem.
