It is well known that there is a strong relationship between substance use and crime (National Treatment Agency for Substance Misuse, 2012), as well as substance use and reoffending (May, Sharma & Stewart, 2008). Substance use can threaten the security and stability of the prison system, as well as the health and safety of residents and staff.
