In June 2013, Governor Otter, Chief Justice Burdick, legislative leaders from both parties, and other state policymakers requested technical assistance from the Council of State Governments (CSG) Justice Center. CSG was tasked with employing a data-driven justice reinvestment approach to develop a statewide policy framework to decrease spending on corrections and reinvest savings in strategies that reduce recidivism and increase public safety.
