First Annual Report On Removing Social Security Numbers from Mailed Documents Fiscal Year 2017 2 Social Security Administration Report to Congress Removal of Social Security Numbers from Mailed Documents Required by 115-59 History of the Social Security Number When the Social Security program was enacted under the Social Security Act of 1935 (Act), the Act did not mandate the use of Social Security numbers (SSNs). However, the Act did authorize the creation of a record-keeping system. A 1936 Treasury regulation provided that employees covered by the new program must apply to the Social Security Administration (SSA) for account numbers. Accordingly, in 1936, we designed the SSN and Social Security card to allow employers to uniquely identify, and accurately Report , an individual s earnings covered under the new Social Security program. The Social Security Act currently mandates that we both assign SSNs and issue SSN cards in connection with our obligation to maintain our records.
