1 FRAMEWORK FOR SOCIAL WELFARE SERVICES AUGUST 2011 2 ACKNOWLEDGEMENTS The Department of SOCIAL Development would like to recognise and acknowledge the participation and contribution of representatives of national departments with co-responsibility for the delivery of SOCIAL WELFARE SERVICES , Institutions of Higher learning, Non-Governmental Organisations, provincial departments of SOCIAL Developments, the National Association of Child and Youth Care Workers, SOCIAL workers, child and youth care workers and community development practitioners in the following Identifying and voicing out challenges with the implementation of the Integrated Service Delivery Model, which forms the basis of this FRAMEWORK Willingness to serve and participate in the working team which served as the main mechanism through which the review process was facilitated Willingness to serve and participate in the national reference team which served as quality assurance mechanism for inputs from role players Invaluable participation in the provincial and national consultative processes, especially the first national indaba on SOCIAL WELFARE SERVICES held in February 2010 Through the consultation processes and subsequent approval of this FRAMEWORK the Department has demonstrated its commitment to the transformative and developmental objectives relating to the delivery
