ORGANISATION FOR ECONOMIC CO-OPERATION AND DEVELOPMENTG rowth in ServicesFostering Employment, Productivity and InnovationMeeting of the OECD Council at Ministerial Level, 2005At its meeting in May 2003, the Ministerial Council asked the OECD to analyse thecontribution made by the Services sector to employment Growth , productivity andinnovation, and to identify factors, institutions and policies that could enhance thegrowth prospects of this sector. In response to this request, the OECD launched a studyinvolving the Economics Department (Economic Policy Committee), the Directorate forScience, Technology and Industry (Committees for Information, Computer andCommunications Policy, Scientific and Technological Policy, Industry and BusinessEnvironment), and the Trade Directorate (Trade Committee). The Center for Tax Policyand Administration, the Directorate for Employment, Labour and Social Affairs, theDirectorate for Public Governance and Territorial Development, and the Directorate forEducation also made helpful contributions to the report draws the main policy conclusions from the project.
