PRE-QUALIFICATION The requirements for pre-qualifications will be reasonable and efficient and must not unnecessarily create constraints that limit the number of bids or the possibility of maximising competition. The request for PRE-QUALIFICATION shall be announced and publicised well in advance of the date for bid submission, in two or more national and international newspapers, on the website of [relevant Ministry] and any website available to the Procuring Entity.
