Outreach workers may also be less able to collect complete data on their clients initially than other programs; outreach workers may need to develop a relationship with a client over the course of numerous interactions before a client is willing/feels comfortable providing detailed personal information. Data collection expectations for outreach programs in HMIS reflect this different WORKFLOW .
