HOMEBASE/ADVANCE ASSIGNMENT PROGRAM (HAAP) STATEMENT (TO BE COMPLETED BY INDIVIDUAL S (ON A ONE YEAR ALL OTHERS TOUR) The intent of the HAAP PROGRAM is to reduce PCS costs and the number of moves made by soldiers and their families. Under AR 614-200, soldiers will elect to participate or refuse HAAP by selecting one of the three options . If the Soldier accepts, Soldier understands the intent of the program and acknowledges that he/she is not entitled to Family travel or shipment of household goods (HHG) except the items shipped to the overseas area for personal use.
