This memorandum applies to Headquarters, Department of the Army (HQDA) and its field operating agencies. Proponent and exception authority. The proponent of this memorandum is the Administrative Assistant to the Sec-retary of the Army. The Administrative Assistant has the authority to approve exceptions or waivers to this memoran-dum that are consistent with controlling law and regulations. The Administrative Assistant may delegate this approval authority, in writing, to a division chief within the proponent agency or field operating agency of the proponent agency in the grade of colonel or the civilian equivalent.
