Institute of Medicine : Relieving pain in America A Blueprint for Transforming Prevention, Care, Education, and Research IOM Committee on Advancing pain Research, Care, and Education Board on Health Sciences Policy The Institute of Medicine asks and answers the nation's most pressing questions about health and health care. The IOM is an independent, nonprofit organization that works outside of government to provide unbiased and authoritative advice to decision makers and the public. Established in 1970, the IOM is the health arm of the National Academy of Sciences, which was chartered under President Abraham Lincoln in 1863. Context The 2010 Patient Protection and Affordable Care Act required the Department of Health and Human Services (HHS) to enlist the Institute of Medicine (IOM) in examining pain as a public health problem.
