Truck Driver's Guidebook Introduction The Congress passed the Motor Carrier Safety Act in 1984. The Act directed the Secretary of Transportation to determine the safety fitness of all motor carriers, subject to federal regulations, operating in Michigan interstate commerce. In 1990, Michigan adopted these regulations for motor carriers operating in intrastate commerce. As a result of these actions, Michigan businesses which also operate trucks may be subject to all or some of these rules. Additional requirements are also contained in the Michigan Vehicle Code and, in some instances, the Federal Hazardous Materials Regulations.
