INTRODUCTIONA consolidated list of Daily Subsistence Allowance (DSA) rates is promulgated on a monthly basis by the Chairman of the INTERNATIONAL CIVIL SERVICE COMMISSION (ICSC). This is an allowance which is intended to account for lodging, meals, gratuities and other expenses of United Nations DSA rates are established on the basis of data supplied by designated agencies for duty stations around the world. The rates are intended to relate to good commercial hotels and restaurants. An additional amount of 15 per cent of the average hotel and meal cost is included in the DSA rate to account for incidental expenses (tips, laundry, toiletries, etc.)
